TWO YEAR UNDERCOVER INVESTIGATION

SAN DIEGO POLICE & DA TICKET FIXING & EVIDENCE TAMPERING CONSPIRACY EXPOSES FBI, AND CALIFORNIA ATTORNEY GENERAL, PUBLIC CORRUPTION COVER UP - PART I
FBI PRIORITY POLICY - "PUBLIC CORRUPTION POSES A FUNDAMENTAL THREAT TO OUR NATIONAL SECURITY"
The FBI and the California Attorney Generals Office is suppose to be the premier law enforcement groups protecting citizens from public corruption, especially first responder public corruption.
It appears someone forgot to tell the FBI and the California AG what their legal responsibilities are, especially when large numbers of police officers, firefighters, district attorneys, and their public unions are involved in the criminal corruption, and it's cover up.
In February 2012 the FBI and California Attorney General's three year cover up of public corruption in San Diego County, CA. was forced to the surface, with the very public exposure of two more cases, of police and district attorney criminal corruption. Extensive Police and District Attorney evidence tampering, conspiracy, obstruction of justice, and even election fraud, that both the FBI and the California Attorney General agencies, have know about for at least three years.
GTI News Photo did the investigations, and provided the documentation, on a regular basis, to both agencies. Both law enforcement agencies were avoiding investigations of the massive public corruption, due to the involvement of large numbers of Police Officers, District Attorneys, Firefighters, and their public unions. The control of, and access to tax dollars by first responder unions, and the use of that money to finance fraudulent elections, and the election campaigns of corrupt officials, is connected to all of the public corruption, and it's cover up, as previously reported by GTI News Photo, and the police - DA ticket fixing conspiracy to obstruct justice is jus the latest in a long string of public agency criminal conspiracies.

THE TICKET FIXING CONSPIRACY
The first case, and only the most recent exposure of police and district attorney conspiracy and obstruction of justice, was exposed by NBC 739 News in November of 2011, when they reported on the San Diego Police Sgt. Kevin Friedman, and Deputy District Attorney Allison Debow ticket fixing conspiracy. The report was unexpected, considering the large amount of previous first responder public corruption that NBC 7 reporters had previously avoided reporting. Sgt Friedman, on request from DDA Debow intercepted and destroyed, two previously written traffic tickets, issued to DDA Debow and DDA Maund. The only real difference between this police DDA criminal conspiracy, and numerous other previous police DDA criminal conspiracies that were buried by law enforcement, was this complaint was being filed by Deputy District Attorney Amy Maund. When DDA Maund found out about the ticket fixing conspiracy, she took the complaint directly to District Attorney supervisors. Apparently, a criminal complaint of police and DA corruption, from a sitting Deputy District Attorney, cannot be suppressed as easily, as those that come from citizens.
The California Attorney General's Office immediately picked up the investigation of Friedman and Debow, and both were charged with misdemeanor criminal violations within a matter of weeks. This is not the same response, that was given to numerous other felony police and DDA evidence tampering, obstruction of justice, and election fraud conspiracies that have been ongoing in San Diego County for more than ten years, as reported by GTI News Photo (SEE SITE MAPS).
The second high profile police evidence tampering conspiracy and obstruction of justice case also surfaced in November of 2011, with the filing of a wrongful termination law suit, by former Oceanside Police Officer Gilbert Garcia.

OCEANSIDE'S CHIEF DIRTY COP FRANK McCOY, CONSPIRES WITH SENIOR COPS, TO DESTROY AUDIO TAPE EVIDENCE OF POLICE PUBLIC CORRUPTION, AGAIN !
The law suit states that in August of 2009, Officer Garcia was ordered to destroy audio tape evidence, in a police DUI investigation, of an Oceanside Police supervisor named Sgt David Larson. The court documents state that the orders to destroy audio tape evidence, and suppress the criminal investigation, came from Chief of Police Frank McCoy, Capt. Reginald Grigsby, and Sgt. Travis Norton. In January 2012, the DA's office and the Oceanside Police, as usual, were suppressing criminal investigations of this new Police Officer audio tape evidence tampering conspiracy. However, the investigation suppression may not work this time, as Garcia's attorneys have recently amended their complaints to include racketeering charges against the Oceanside Police Department. It is also reported by local sources that the FBI has requested copies of the audio tapes.
THE FBI KNEW EVERYTHING
In late 2011, after more than two years of FBI cover up, GTI News Photo began contacting the FBI offices in San Diego and Washington D.C. requesting interviews with multiple FBI Agents, regarding public corruption cover up, by the FBI in San Diego County. When news media coverage of the Chief McCoy, Etal. evidence tampering conspiracy went viral in the local news media in January 2011, several news sources reported that the FBI had obtained copies of the Oceanside Police Officer Garcia audio tapes. GTI News Photo had also published it's first stories linking public corruption cover up to the FBI, by agents avoiding and suppressing public corruption investigations in San Diego County. It is not know if these events prompted the FBI actions, or not, as all request for interviews have been rejected or ignored.
This is not the first time that Chief Frank McCoy, the Oceanside Police, and the San Diego District Attorneys Office have been caught tampering with evidence, hiding audio tape evidence in criminal arrest and prosecutions, and then covering up the corruption. Many of those arrested and prosecuted were innocent citizens. All of the evidence had previously been given to the San Diego FBI, and this information is in the hands of Garcia's attorneys.

As in the Sgt Friedman, DDA Debow conspiracy to obstruct justice, the Chief Frank McCoy, Etal conspiracy was reported by an official member of law enforcement, a working police officer named Gilbert Garcia. Garcia had been originally assigned to handle the DUI investigation. Garcia has sworn to the allegations under penalty of perjury, in a court filed law suit. Like the Friedman Debow conspiracy, the McCoy, Grigsby, Norton evidence tampering conspiracy complaint was not from a citizen, and it also could not be quietly suppressed, and covered up, as the local news media had already picked up the story.
The reporting of the FBI obtaining a copy of the Garcia audio tapes for investigation, if true, is a lot more than the FBI had done on all of the previous police and DA audio tape evidence tampering, and election fraud conspiracies, in the past two years. Criminal conspiracies that were far more serious, and more extensive, than the DUI of police Sgt. David Larson.
The facts are, the FBI and the California Attorney Generals Office, have know about extensive police and district attorney criminal conspiracy, obstruction of justice, massive audio tape evidence tampering, election fraud, and it's cover for at least two years, as this reporter regularly provided both agencies with full documentation, and recorded the filing process for verification.

There has never been any evidence that the FBI, or the Attorney Generals offices investigated any of the documented public corruption occurring during the previous two years. More than fifty phone calls, UPS document packages, and e-mail contacts were made with both agencies providing information, complaints, and public record documentation (contact list below).
All contacts were meet with resistance and obstruction. Neither the FBI or the Attorney Generals Office would meet to discuss the public corruption. As reported above, after eighteen months of obstruction and cover up, this reporter informed both agencies that I was a reporter for GTI News Photo. As with the Attorney Generals office, this reporter advised all FBI contacts that GTI wanted interviews with agents and department heads, to give them a chance to explain the public corruption cover up, before GTI started to publish.
All request for interviews were rejected or ignored. Most FBI agents refused to even provide their names during contacts, and others would not return phone contacts. The message came through loud and clear. Go Away, We Do Not Want To Hear About Police And DA Public Corruption. Shortly after the request for interviews with Attorney General Kamala Harris regarding Senior Assistant Attorney General Schons involvement in covering up public corruption, Schons resigned from the AG's office. This was the same type corruption cover up tactic exposed by the San Diego DDA Marugg confidential e-mail. A quiet resignation, followed by the use of state employee privacy laws, to suppress investigations and prosecutions.
A twenty minute phone conversation, with newly installed San Diego Senior Assistant Attorney General Julie Garland on 2-6-12, regarding the Friedman Debow conspiracy and other public corruption, was meet with the same obstruction and evasion. Ms Garland refused comment on SAAG Schons resignation, under questions of public corruption cover up, and the stark differences in AG investigations on the Friedman Debow conspiracy, versus the cover up, of all of the other Police, Firefighter, and District Attorney evidence tampering and election fraud conspiracies in San Diego over the previous two years. Obstruction of Justice conspiracies with direct union campaign finance money connections to former AG Jerry Brown, and current AG Kamala Harris.

They FBI and the California Attorney Generals Office knew everything, and they looked the other way, while innocent citizens were being arrested, prosecuted, and jailed for crimes they did not commit, and first responder unions were criminally tampering with elections to increase their pay and benefits, by defrauding citizens of Oceanside, CA.
